I agree on your point that SaaS is the way to go given the situation. Most likely, there is an existing cloud computing company that provides such services. Hence, there is no need to write a separate application (which may be susceptible to bugs).

Given the limitations of workforce and at-hand infrastructures, cloud computing is the most viable way to go.
