In my opinion, problems of net pracharat are inadequate access point. Somebody did not want to leave the house or properties to access the internet. In theoretical, 30 Mbps. is fast enough for loading songs from internet within few seconds, streaming at 720p, even video call and conference, but still have complain about speed of internet. I think this issue might occur from low quality hardware. It affected stability of internet connection and interrupt performance of internet. Another concern of net pracharat are data security and confidentiality. If someone want to attack this network, the vulnerable people such as children, elder with low digital literacy will become easy victims. Internet traffic also easily tracking by bad person, it easily know what they search, query, or using social network.

According to your discussion about inadequate access point, Just thinking that before this kind of the national projects kick off and implement, they should study feasibility of the project and do a pilot to see what happen in the real world setting. Which might be able to prevent some basic problems like quality of hardware, access point, and maintenance plan.

I agree with the article. The internet bandwidth not true bandwidth but it’s the shared bandwidth then in the busy period the internet speed will slower than 30/10 Mbps. I think about users will not satisfy with this speed. The distribution of hotspot is one barrier to access the internet. Then the goal of this project may not success form many problems.

I agree with the article about Net Pracharat concerns because using internet that provided by the government mean that they can access many sensitive data from the user and coupling with new digital criminal law that required internet service provider keep usage record for a period of time. Certainly, these records can be used to prevent and condone illegal activity, on the another hand, the government can also use data to convict criminal allegation on political opposition.

I agree with Net Pacharat’s improve provide service to the people. The problem of this project in my opinion is available of Net Pacharat’s service is not covered. Wi-Fi that tracked the village was rarely connected. The signal is very weak Some areas are installed in places that are not convenient.

Based on some answers above, do you think we are ready for this technology all around the country I wonder? Someone pointed out that others like government may actually benefit from data access by Net Pacharat, interesting. This could post another issue of data privacy I think.

According to the article, not only speed of the internet (as answers above) that was concerned to be a problem of this project, but also some political hidden agenda in this project. For example someone highlighted the government’s growing efforts to control and monitor people’s online data, as well as push the kingdom toward becoming a cashless society. As you said this rise another issue of data privacy.

I think that not everyone (whole country) is ready to the this technology, but we could not say “NO” or “Refuse” because the uses of technology can improve lives. But the privacy and cyber law should consider and impalement and would need to advertise and provide explanation to the users.

From the article and VDO clips, in my opinion think that this project “ Net Pracharat” is very good idea ans policy to drive and develop the country to the next level (4.0). If this project is running properly and successful with out any problems/ issues. It will benefit to all area/ career/ people e.g., education, health, trading or businesses. However, there are so many gaps/ problems/ issues such as:
– number of WiFi spot: the numbers and installation area of the hot spot is not enough and cover all area even they claimed that they have installed in all 24,700 villages. But in each village, every user could not access to the internet at their home of setting area. This issue need to be improved.
– Quality of internet signal: not only the limit of internet access as mentioned above, quality of the internet signal itself is an issue. I also have seen this problem when I went to the rural area where the Net Pracharat is avialble, I’ve seen someone who want to use the internet for searching information to do homework but the could not because of the quality of the signal at their home is not good enough (weak). So, they have to go to the area that have strong internet signal.
– Security, this is one of the most concern from the people when they have read or heard about this program (including me). Even the Government has launched or established the Law to protect the crime, but there are many of people especially for those who have never used or known about internet ( I would say “ they are vulnerable” and easily to target from cyber crime) still need support and help to increase security awareness.
– Knowledge of the users (big issue, even they have the supporting program; trains more than 1,200 teachers in the community, trained more than 100,000 community leaders, trained more than 1.2 millions people and Net pracharat volunteer to help people in the country.I do agree with the last paragraph that “ He said government officials always promote only the pros of their policies and innovation without ever mentioning the cons. If they truly want citizens to grasp the full scope of each project, he said they should explain the risks, dangers and downsides as well.” This should be most considered and implemented.
Another thing that I think It would be a good option is that the internet package provided by the commercial network (TRUE or AIS or DTAC) cost about 100 THB per month with a good quality (30/50 Mbps) for the remote/ rural area instead the free WiFi hot spot from the project because currently most of the people in country have smart phone. -

I wonder that do we have other options to provide the service to the country instead of Net Pracharat? feel free to share?

The use of the internet in the nation should be the fundamental equity that Thai people should receive. The government should invest in this matter to push up the opportunity to access the internet by seeking collaboration with the private sector such as True AIS Dtac etc. and expand the cellular network to remote areas.

I agree with you K.Pongsakorn, this is the challenges of Thailand 4.0 and we need to co-operate with Big -internet providers for solves this issues

It’s a good way to cooperate with the telecommunication companies. The companies are proficient in the network operation, also in data privacy and security. People may increase confidentiality to use the network. The hardest of this way is the conflict of interest between the companies and the government.

Absolutely, the conflict of interest between the companies and the government may be an issue and it is hard to solve that problem.

I agree that Net Pracharat would bring equality to using the internet nationwide. It helps people in a remote area to access Information easier and make their life more convenient. However, the wi-fi hotspot maybe not enough or a very weak connection so people can use the internet limited.
I also agreed that the article mentioned: “government officials always promote only the pros of their policies and innovation without ever mentioning the cons”. The user would be concerned about this point because the data can track if they haven’t strong data security, the user data will be breached and attacked by the hackers.

I agree with this article, I think this is a great project to make people able to access the internet. Knowledge, national news or news around the world and many other information that they have access to. However, there are many problems that they overlook and rarely talk about. For example
1. Connection problems; The villagers found the problem that they could not connect to the internet and the weak internet signal could not access the basic website.
2. Problem of Wi-Fi signal location; Found that most people do not want to leave their homes to surf the Internet for free. Or setting the signal at a distance from the signal tower makes the internet quality not as good as it should be.
3. The problem of monopoly with the same business owners has resulted in the poor service as we all know.
I would like this project to co-orperate with the big internet service providers of our country because they have installed signal towers to cover all areas of Thailand, or change from installation at each village level to every household to having the internet. Going back about 5 years ago, I read in the news that there are many countries where governments have installed internet services for every home. I think it is a very good thing to give their people instantaneous information

I agree with the concept of Net Pracharat project about the equality of the people to access the internet. It not just mean the opportunity to use the internet, it also mean the equity to access the data, information, knowledge including the equity to communicate, express the opinion, trade the local products, and anything at all that internet can provide.
In the other hand, I also agree with the article. The surface is positive but what is the true purposes of the project behind the surface. I have 2 points that should be concerned. The first is about the practical using of the network. The number of the WiFi spot, the speed of internet which have the negative feedback from the users. The second point, like everyone concern, is the privacy and security of the personal data. Actually, government has duty to protect and govern data provacy and security, but many people quite worry about it when use the government network. I think this problem reflects confidentiality of the government. The should design the policy to make people confident in their data security.
I believe that Thailand ready for the technology and should develop it. But the government have to be honest with the rights of the people and sincere it.

The phrase in you discussion “..the government have to be honest with the rights of the people and sincere it.” is compact and meaningful. If my government were to provide me with free Wi-Fi, I would not dare to use it freely without knowing to which extent the government plans to use my data.

According to the lecture videos, I find Net Pracharat to be a big step towards digital equity. The benefits to the people in the country, and the nation as a whole are immense with proper use of the internet.
However, I agree with the article provided about current/potential problems with Net Pracharat.
1. Number of Wi-Fi spots and weak signals: the download/upload speed being less than that stated in the project description is a a big problem to be considered. Checking the capacity of infrastructure, and setting a proper feedback mechanism from the users might solve this.
2. Benefits to private telecoms: as described in the article, issuing a policy to private telecoms to lower their charge to rural customers might be able to prevent the free rides.
3. Risk to user data: with new cyber law coming into effect, this risk is not negligible. To lessen this risk, we can educate the users about the law and its potential usage in politics, minimum set of skills for cybersecurity. -

It’s great to know about the Net Pracharat project. And I’ve seen its potential and ongoing good impacts on education, health, economy, and society in the lecture videos. Anyway, the article gives another view on the project highlighting the problems brought about by the Net Pracharat. (The discussion will only be mainly based on the lecture videos and the article.)
Few free Wi-fi spot program: For a small village, one spot might be enough. But for most villages, there will be limitations for the villagers to access that one access point in terms of both the distance and the connection. The project should oversee this problem and try to find a solution to solve this.
Cost for the Wi-Fi: Though the project, in theory, claims a lower cost for the villages compared with the big cities like Bangkok, the specific details processes as to how much will be charged are not specified. These things are likely to undermine the public trust in the project.
Potential data privacy and security: According to the article, the public-private Net Pracharat project is promoted by the military government, and the controversial cybersecurity laws came into effect. These two will surely raise concerns over the possibility of putting everyone using the internet under the government’s radar. This might expose the users being watched by the government for every move. As for me, I believe everyone is entitled to have freedom, and the government should not violate the basic human rights of its own people.

It is very impressive to see this kind of project being introduced by government for the rural people for access of information and digital equity.
However, there are some problems although there are numerous benefits as mentioned in the article.
1. Data security problem – all data is vulnerable to risk as there is control and monitor by military government which do not respect people’s right and privacy. Speed of internet
2. Speed of internet- It is mentioned that internet speed is unsatisfactory for those who live far away from the Wi-Fi spot.
3. Cyber security – as users in villages are new to digital literacy, they are prone to be attacked by cybercrimes. Although cybersecurity law was introduced by the government, users should be well educated about benefits and drawbacks of using internet.
