Case study 7 (Nakarin): Singapore personal data hack hits 1.5 m, health authority says (https://www.bbc.com/news/world-asia-44900507).
Singapore personal data hack his 1.5 million people
The Singapore’s government health database had been hacked by “deliberate, targeted
and well-planned” hackers. The information of about 160,000 patients and also the data of Prime
Minister who visited clinics between 1 May 2015 and 4 July of this year which include names and
address but no medical records was taken and no records were amended or deleted. It appears
that a computer belongs to the clinics was infected with malware and it cause the clinics
temporarily banned staff from accessing the internet on all of computers. However, Singapore is
not only country to be attacked by hacking groups but also Germany, Ukraine and United
Kingdom.Health records are often targeted because they contain valuable information to
government. So, the consequences of the data breach might referred to national securities.Phishing is one of common type of malware delivery where emails disguised as legitimate
messages contain link or attachment that can deliver malware to computer.Prevention of malware infection are make sure that your computer has updated anti-virus
and/or anti-malware and do not open the unknown file and/or e-mail. -

Participant– increase the safeguard measure of security of important data such as medical record and individual health information.
– if possible, besides increase users awareness of cyber attack, the system that contains important data should be limit their connection to outside network such as the internet. -

ParticipantSingapore is only half of Bangkok in size (721.5/1,569 km²) and only two thirds in the population (5.6/8.2 million); (sources; Wikipedia), but they are at the top 2 smart cities while BKK is not in top 50; https://www.smartcitygovt.com). Considering the size and its totalitarian governing style, they should think about Metropolitan Network (MAN) to limit access from “outside”, developed only for government administration data. Like London, they have the London MAN infrastructure, to serve their urban customers. The cost may high but a worthy investment for rich single small states like SG.

ParticipantSingapore’s story is about the hackers’ access to personal information in the health records in government SingHealth.
The method to protect this data breach attack by the hackers may include
1. Traing the staff to use strong, secure passwords, use a complex and unique password for each of their online accounts.
2. Setting the alerting system in the SingHealth for abnormal activities in electronic communication.
3. Act as soon as possible. If the SingHealth see suspicious activity, contact the financial institution involved immediately. If the patient health information including personally identifiable data was stolen in a data breach, let them know that, as well.
4. SingHealth has temporarily banned the staff to access the internet to prevent this phishing via email and cyber-attack.
5. Implement high-quality security software. Install and use a software suite that includes malware and virus protection and always keep it updated.
6. Back up the patients’ files and ensure their safety.
7. Avoid oversharing on social media. Never post anything pertaining to sensitive information, and adjust the settings to make the profiles private.
