Obviously, it will involve stakeholders, including randomized group of patients and medical personnel; investors and finally, the government. Centralizing the data systems should use a proven model.
I would give the most credit to right wing investors, followed by the more educated patients, as well as doctors/nurses. Actually, I might not trust the politicians (in the government) too much.
