Ameen, when top-down policy at national level is distributed, the state level of public health department eg. สำนักงานป้องกันควบคุมโรคเขต ศูนย์อนามัยเขต response to policy in different ways. They develop data in their own format and this data can not integrated with other state. I think the top-down policy at national level should include EA development to make data interoperabliliy at national level, and yet be flexible to deal with difference of public health concerned in each state.
