I like that you brought up the issue of balancing between cost and time of the project. These two factors are the main keys for project management.

Although you have SaaS cloud service, I think you still need to develop the web-application for the hospital. SaaS provides back-end software that require for operating and developing the application.

Hiring out-source is another good option. Initial and maintenance cost of out-source should also be considered.

Very interesting. Applications are supposed to improve the work of people (reduce workload, reduce errors). But very often, they may increase the workload when operate.

Agree that IT related knowledge has updated all the time. We need to have knowledge and skills to appropriately make use of those tools and data.

I think every countries have the same problem as your country has. People like to develop Apps but do not think about how to share and integrate the information to each other. It becomes a burden to operating level who need to feed or input data into those Apps repeatedly.
