I agreed that we have a good intervention measure for COVID-19. But this might not be able to apply for other endemic diseases in the country though.

For your title: If you really want to assess “Health impact”, looking at data of year 2020 alone may not be able to assess the impact. You may consider adding temporal trend into your study (can you get 5- or 10- year data?)
What do you mean by “Risk group”? Could you provide a definition for this variable?

I would suggest to modify your title a bit to “Factors influencing the adoption of…”. Term “impact” is quite a strong word.
Can you think about your main outcome variable? How could you measure the adoption of the CDSS? What would be the type of this variable?

Probably, one reason that Thai doctors do not complain about this issue is that EMR in most hospitals in Thailand is not a full EMR.
