In my organization, I considered its system successful because it has ongoing service without too much disturbance. Considering the major factor that makes the system successful, I tend to think that People are the most important factor. By providing real-time diagnosis and solving the error, they greatly reduce system downtime that renders our daily jobs struggle. The system Design also play important role in our system, we have a reporting system that collected user feedback and periodically updates on par with guideline changing.

Previously, my animal hospital tried to change new information system but it fail, and now they comeback to use old system. I think all of factors (Data, Cost, Operation, Design, and People) involve for the system failure. Most of users complaint about design of the system that harder and more complex than the old system that cause user as veterinarian take longer period to finish the work flow and customer waiting for longer time as a consequently. In my opinion, one of the reasons of this failure in about the operation training and preparation before change the system. I was trained how to use the system only one time before the system implementation. Because poor understanding of the system working, users satisfaction of the system were low and cause of the error in many times, both medical and non-medical errors. Finally, executive of the hospital decided to disuse the system.

TaRabad-survey is an example of a larva survey application in my organization that successfully implemented nationwide with over 8 thousands user of public health staff and more than over 200-250 daily users. Our team considers that user involvement is an essential aspect so the agile approach would be the easy way to deliver in each part of the project. The main success of this project is design and people. Firstly, we set the goal and used the ideate concept to design the app thought the whole system and test the app frequently so people or users are involved in every step of development. Secondly, we set the data standard for the larva survey to make the data more quality. Moreover, technical support has been established which is to help users solving both human errors and technical errors. The cost of development is not important in these projects because of strong collaborations between a government agency, but there are certain issues such as the timeliness of training the user which is followed by the government budget year.

I have known this TaRabad-survey project from your presentation of week 4 assignment and I so interested with this project. It’s great that the organization had participation with people or user who involve the system in system developing including test the application frequently. This is one of the keys which make the system success. I have some additional questions, what type of the problem that you frequently found during the system testing process? Thank you for the information.

According to my company’s system, I think it is successful because of all factors (Data, Cost, Operation, Design, and People). The design to use, If the system is easy to use and the operation is in good quality like the system response in a short time, and there are training and technical support to solve the problem immediately. So, it makes users satisfy to work.

I implement ERP (Enterprise Resource Planning) system to my hospital and in every hospital in my province. The system was created by my hospital’s team. The outcome have both successful and failure. Change management is one key of success because more than 50% not want to change. Technical support is one of the problem because of the workload of development project and repair bug of application are the root of problem. I learning to solve the problems and continue project go on. I think if I learn this class before I develop project, my project may be go faster. I use agile technique for development project by split project to multiple small modules and at the end of this year I can implement procurement, warehouse, accounting, and financing modules successfully and I plan to development the other modules in the next year.

Few months ago, a mental health center in my department developed a mental health screening application which can access via computers and mobile phones. The directors rush into the development because they wanted to response timely to COVID-19 outbreak. The application seems to benefit for all mental health workers across the country and also me as a person who gather, analyze, and present data to the general director. However, with lack of stakeholder involvement and situation analysis at first step of development, this application was rejected by many mental health centers. They wanted to use their own methods and their tools. This created more burden to person who gather, analyze, and present data (me). I summarized some of the reason as the following, why the mental health centers didn’t want to use the mental health screening application?
– They didn’t feel that the application is the tool that was created to help them,
– They already had their own application and their own method to collect data,
– They don’t know the potential benefits of the application,
– Community mental health workers who health them to collect data are not familiar with using mobile application.
In conclusion, to be success in implementation of the application, people and participation process is the crucial point that need to be done toward all processes of the development. In term of operational factor, advocacy of the potential benefits is also important which can make stakeholders realize and compare benefits and workload to their old methods. Moreover, training program could be considered into the plan of implementation.-

It might have been very difficult for you to collect all data from different applications. As you have mentioned, situation analysis step was missed, and the information status of other mental health centers were not known. In couples years ago, my hospital implemented the new radio-imaging system. To convert from film to the computer image file. It made clearer, higher quality, and flexible image. In my opinion, the success of this system was result of many factors. The data of this system was quite simple, and demand by users. System design was usable, met the objective and secure enough for confidentiality. The operation section was stable, also easy to learn too. All healthcare personnel were happy to use, not increase the workload and interrupted the routine workflow.

I consider the new information system in my organization a failure because mainly of cost and people. There was limitation in budget availability. Out of 27 project sites, only a few could be well-equipped with the infrastructure needed to fully implement the system. In addition, the end-users were not skilled in basic technology, and so they were repulsive to use the new system. Since new reporting system is in the way, we have learnt from past experience, and now fully prepared to provide technological skills needed to use the new system, and new budget for infrastructure has been approved.

In my organization, they have a project that study about the HIV infection in the key populations (KPs) of sex workers, men who have sex with men (MSM), and transgender people. To collect data and referrals tracking for the HIV cascade, the applications “ComCare and eCascade were used. The application ComCare was used to collect the data of the KPs using by the outreach- the data will be collected via the mobile phone or tablet devices, and data will be uploaded and stored on the Cloud system. The data that stored on the Cloud system was linked to the eCascade application. The eCascade will generate the report on the Cascade in real-time (dashboard).
I have a chance to discuss with person who monitored and control the system. He told me that both applications were implemented and operated successfully.
The main factors that make these two systems/applications successful are:
1. People: Leader/Manager, IT human resource, Outreach/ technician/ Counselor (End user)
2. Budget: The project was supported from the funders.
3. Application/System development: They have a team to create, design, implement and operate the systems. Moreover, they also have the QC checking system to assure the quality and quantity of data is correct. These two developed applications were met the requirements to provide a quality of data to support the program and sharing with the stockholders. -

In my laboratory, we trying to use a new system for replace old system (10years used) because maintenance cost and limit functions.For new systems that need to be used, it will help reduce maintenance costs. Save time for work, able to command and display real-time results, data can be passed between lab and other departments. In addition, the test results can be issued immediately. In terms of design, it is still a problem due to redundant functionality. Which must design a structure that will reduce the work and make it more efficient.

Of course, there are both failed systems and successful systems in my organization. And I would like to pick a successful one, and it is the implementation of LTFU software system which is an information system for tracing the loss to follow up PLHIV (People living with HIV).
The main reason for the success is the users’ eagerness to use such systems for the better tracing outcomes of the PLHIVs. It also helps the organization to have a better control over the reimbursement process for PLHIVs’ re-engagement to care. As the design of the software is clear and user-friendly, the software is easy to use. And it also has interoperability with the other existing systems of our organization. Moreover, it makes the organization’s workflow more efficient and effective. -

In my organization, we had both success and failure in the same project.
Failure Story
3 years ago, we had started automated report system with freelance software company and it was a failure as it was not finished in time and design had not enough capacity to fulfil the project requirement! Lesson learnt is we should keep track of the improvement during the contract period with the developer and we should provide inputs and feedbacks regularly.
Success Story
Based on lessons learnt, we hired IT development officer and timeline was set for developing two webpages and one mobile app which are interlinked with interoperability. 2 months later, pilot testing could be started at field level and project is now using automated report system since 10 months after webpages and mobile app development. Why does it take 10 months to completely replace paperwork by software system? The answer is user involvement. It really took time to make them reinforce as mentioned in “ADKAR” model.
