Early warning is a great tool to control the disease at early stage. However, developing an early warning system is such a challenge. You would need the system to provide valid predictions and warnings. Too many false positive may create alert fatigue—people will then ignore the alert. Too many false negative may create uncontrolled outbreak.

For your title: If you really want to assess “Health impact”, looking at data of year 2020 alone may not be able to assess the impact. You may consider adding temporal trend into your study (can you get 5- or 10- year data?)

I would suggest to modify your title a bit to “Factors influencing the adoption of…”. Term “impact” is quite a strong word.

Can you think about your main outcome variable? How could you measure the adoption of the CDSS? What would be the type of this variable?
