Above opinions from my classmates complete the key challenges of integrating an early warning system into the surveillance system. In my opinion, the challenges are not just coming from integrating process, but also collecting and implementing the system which include education, awareness generation, community participation and lifestyles.

User domains as you mentioned are really important. It is not just about data quality but it is determine the whole system.
