I think a single person does not have any privileges to decide, by his or her own means, whether a study can be advantageous before the study starts. I agree with you. Most of the decision makers and policy makers in my country also usually do not take into consideration of the ground conditions as well as the perspective and opinions of the staff who are working at the ground level. Because of that, when the decisions and policies are implemented , they do not fit well into the system.
