1. What factors are considered to make decisions for planning and evaluating health programs other than the facility-based routinely collected data?

2. At your organization, is there an absence of a culture of information-use? If no, what factors enforce the culture of information-use at your organization? If yes, how would you nurture the practice of the culture of information-use at your organzation?

Thank you for a good presentation, I personal think that we (every organization) have their own method/ mechanism to collect or to use the data for making the decision for each purpose. In general, I think that they use the facility-base routinely data collection for analysis but they would have another system to collect more data such as do the research/ survey to for information which would increase more confident for make a decision. Another factor is that the budget, it is very important.

 Yes, I agree with you. Not all decisions are based on the routine data collection. Sometimes, another both qualitative or quantitative data collection is used to make informed decision on a specific issue. And also budget plays a really important role in data collection part.

1. I think the previous positive outcome in the other place of the health program is the important factor (external evaluation).

2. In my work place has moderate use of information. I think the information not easy to understand especially for decision supportive information system or for strategic designing then the training to use information is important for use the available information.

 Thank you for the unique point which is external evaluation. I believe it is also an important factor to take into consideration when making decisions. And yes, we should train staff to be able to gather insights from the data. The data interpretation skill is now becoming a required skill in this era of data, I believe.

I enjoyed your presentation a lot.

1. Like you discussed, there is much relying upon past personal experiences than what the data says in our organization. This issue needs to be addressed.

2. I would in my opinion involve all levels of staffs in recording and reporting design, and data collection steps to give them a sense of autonomy. This is a way to nurture the culture of information use.

 Yes. making decisions from past personal experiences is not a wise choice for program planning and implementation. And of course, engaging all the staff from different levels is very critical in building a sense of autonomy which will help nurture the culture of information use.

It was a very interesting topic.
For topic 1, experience based facts and facts or decisions from previous leaders influence in making decisions for planning and evaluation than data driven decision making from facility-based routinely collected data.
For topic 2, we have a culture of information use based on our project data. But as project is working in, by and with the public sector, most data is not available to be collected. At those times, leaders use guessing on previous previous experience. So, it is not only organization but also the public sector require reinforcement to be adapted to the culture of information use.
