I don’t know much about Net Pracharat, but I can say that it is in a good direction, albeit similar to most infrastructure laying — prone to corruption, while looking beautiful only on the surface.
Government is often not good at managing high quality products, and it becomes better when manage by private sectors. That’s why Internet Speed isn’t very good.
However, there are some other thing that government can do well, and few can do better — such as giving education on digital literacy, and dispatching personnels. It works better when the power is not too focused on the center.
As with any public WiFi, security is hard.
