If hospitals do not use the ICD standard, health records will not be uniform. This causes confusion in diagnosis, problems in data sharing, weak public health reporting, difficulties with insurance claims, and trouble in international cooperation. In short, without ICD, the health system becomes less organized, less safe, and harder to manage.
