I could imagine it. When the HSS survey was conducted using a paper-based approach, there were many difficulties as you mentioned. More importantly, when it came to data analysis and quality, it led to poor-quality reporting, which might affect decision-making and policies for HIV prevention and management at the national level. I am wondering about the current status of the National AIDS Program implementation 🙂
