In terms of long-term sustainability, I think SaaS is generally considered to be the better choice. This is because SaaS applications are typically more scalable and cost-effective than PaaS applications. Of course, there are some cases where PaaS may be a better choice. For example, if a business needs a highly customized application, PaaS may be the better option because it gives businesses more control over the underlying infrastructure. However, for a situation like the hospital example, SaaS is the better choice for long-term sustainability.
